The Role:
A key leadership position within the Housing Options Service, the Operations Manager will oversee the development, procurement, and management of a large and diverse temporary accommodation portfolio. This role ensures a sufficient supply, efficient allocation, and strong management of accommodation aimed at preventing and relieving homelessness in line with statutory duties and best practice.
You'll be central to shaping and delivering strategies across housing management and income recovery, with a strong focus on temporary accommodation strategy, income collection, and continuous service improvement. The role will also drive responses to legislative reform, ombudsman standards, and judicial scrutiny.
Leading a high-performing team, you'll set ambitious service objectives, ensure financial and operational excellence, and deliver consistently high standards of customer service. Partnership working and stakeholder engagement-both internal and external-are key components, alongside ensuring full compliance with relevant legislation and policies.
- Lead, manage, and develop housing management and income recovery teams.
- Oversee the procurement and management of temporary accommodation to prevent homelessness.
- Ensure compliance with statutory duties and best practice in all areas of housing management.
- Monitor and drive income collection, arrears recovery, and service performance.
- Manage budgets, business plans, and financial reporting to ensure cost-effective delivery.
- Embed service improvements in line with new legislation, policy changes, and audit recommendations.
- Represent the service at internal and external forums, building strong working partnerships.
The Candidate:
Candidates must demonstrate all of the following:
- Extensive experience in housing management and income recovery at a strategic level, including arrears management, property procurement, and provider liaison.
- In-depth knowledge of legislation including Landlord and Tenant Law, Family and Immigration Law, welfare and housing benefits, the Children Act, and Community Care Act.
- Proven track record in developing tailored housing management services and leading consultation or research projects.
- Strong financial management skills, including cost monitoring, business planning, and performance evaluation.
- Experience in high-demand environments, delivering responsive services to diverse communities.
- Comprehensive understanding of procurement, contract management, and database/workflow systems.
- Relevant degree or professional qualification, or equivalent substantial experience in the field.
