Recruitment and Resourcing Team Leader

The purpose of the role:
* To support the delivery of an effective and efficient recruitment and resourcing service through monitoring, supervision and support of a team of Recruitment and Resourcing Officers; conducting 121s, allocation of work, responding to queries and escalations, providing updates to Service Manager.

* To ensure recruitment activity is monitored against internal targets and slippage is addressed.
* To analyse and track recruitment data; evaluating progress and working with service management, where necessary, to implement improvements.
Responsibilities:
* Act as the primary advisor on recruitment and selection matters to a diverse range of internal and external stakeholders including applicants, staff, hiring managers, OHU providers, DBS and Applicant Tracking System providers.
* Manage a team of Recruitment Officers in delivering an efficient and effective recruitment service to Halton Schools; supporting staff through co-ordination, monitoring, performance management and coaching.
* Distribute and manage workload of the recruitment team; maintaining an overview of all recruitment activity and providing regular updates to service management.
* Develop and monitor a range of recruitment targets; spearhead the drive to meet targets and address slippage where necessary.
* Regularly analyse and track recruitment data to evaluate progress and quality assure the recruitment process and documentation.
* Monitor and report on the effectiveness of vacancy advertising through the Applicant Tracking System, social media channels and external professional websites, to ensure coverage is maximised, and return on investment is achieved. To include; supporting Recruitment Officers in monitoring media tracking data whilst adverts are live and proactively taking steps to address recruitment barriers.
* Identify new vehicles for recruitment and work with colleagues across the Client to seek solutions in overcoming barriers when recruiting to ‘hard to fill’ positions.
* On an exceptions basis, case manage and provide procedural guidance on escalated issues relating to eligibility to work documentation, references, Disclosure and Barring Service (DBS) applications, and medical screening documentation. Ensure that all legislative, statutory and local requirements are met, and that the safety of the Client’s customers is maintained
* Develop and maintain effective relationships with schools who purchase recruitment services; ensuring that Headteachers, Business Managers and School Office staff have clear guidance regarding the Client’s recruitment and selection procedures, legislation and good practice
* To maintain and update the Client’s recruitment and selection guidance in accordance with legislative changes, employment law and good practice; ensuring that relevant information is up to date and accessible to hiring managers and to applicants on the Client’s recruitment pages and school vacancy microsite.
* To support the Senior Resourcing Officer in controlling, updating and maintaining the Client’s staffing/casual establishment in the integrated HR/Pay system, ensuring that the system reflects all changes to structures / posts across all services.
* To support the operation of the third-party Agency Worker acquisition system, ensuring services are able to access agency workers in line with agreed procedure where these are deemed to be the most appropriate resourcing option. Update and maintain guidance as appropriate.
* Competently operate and be able to advise on the use of internal HR ICT portals, the Applicant Tracking System, Document Workflow system, and the HR / Pay system. Ensure that all systems are up to date, auditable, and relevant data / documentation is processed and stored in line with work protocols.
* To provide advice and guidance on Disclosure and Barring Service checks.
Requirements:
* Recognised Chartered Institute of Personnel and Development Qualification Level 5 or above, or equivalent evidence of appropriate level of skills, HR knowledge and ability.
* Experience of leading large scale recruitment processes / recruitment in a large-scale organisation
* Knowledge of recruitment processes in a multi-function organisation.
* Persuasive communicator with ability to challenge and influence a range of stakeholders.
* Experience of managing staff and staff performance
* Knowledge of key features of job advertisements, job descriptions and person specification
* Ability to carry out work in a logical sequence and operate a variety of administrative systems and processes.
* Evidence of consistently meeting milestones/targets over a long term project
* Extensive knowledge of employment legislation, applicable to recruitment, selection and issuing of employment contracts
* Able to demonstrate initiative and to work independently.
* Experience of identifying and developing new recruitment vehicles
* Good understanding of equality and diversity within recruitment and selection
* Organising workload of yourself and others, prioritising conflicting tasks and working to tight deadlines.
* Experience of developing and evaluating selection tools
* Knowledge of Disclosure and Barring Service regulations
* Experience of using online recruitment tools / applicant tracking systems
* Able to analyse, interpret and make recommendations in relation to complex sets of data
